WASTEWATER TREATMENT PLANT REPLACEMENT PROJECT
Contract No. 1A-2024 - Wastewater Treatment Plant and Effluent Piping: The scope of work consists of construction of new headworks, two sequential batching reactor wastewater treatment tanks, blowers, sludge screw press, UV disinfection unit, new blower/lab building, electrical service, HVAC, plumbing, backup emergency generator, new effluent piping, yard piping, new security fencing and lighting, and demolition of the existing WWTP once the new plant is operational and commissioned complete as depicted within the contract documents.
Contract No. 1B-2024 - Pump Stations #1 and #2 Upgrades: The scope of work includes rehabilitating one and replacement of another existing sanitary pump stations (replacing pumps, rail systems, and control panels), and the installation of backup emergency generators, and security fencing and lighting.
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $350.00 for Contract 1A-2024 and $225.00 for Contract 1B-2024 from QuestCDN using project numbers 9468798 and 9468802, respectively. This project is being funded through PENNVEST funding. Bacon Davis Wage Rates, Federal/State Steel procurement requirements, Minority Business Enterprise / Women’s Business Enterprise (MBE/WBE) requirements, Build America, Buy America (BABA) Act requirements and other Federal / State requirements may apply and are included in the Bid Documents. Bidders must also comply with all requirements of the Pennsylvania Act 127 of 2012 known as the Public Works Employment Verification Act.
Proposals must be upon the forms furnished by the Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Authority to guarantee the bidder’s entrance into the contract if given the award.
The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
