INVITATION TO BID - Parker Area Authority

The Parker Area Authority will receive sealed bids for the construction of Contract # 01-2024, the Waterline Extension Project. Sealed bids shall be submitted online via the PennBid Program until 4:00 PM local time Tuesday, June 11, 2024, at which time all bids will become publicly available.

All Contract Documents are available online at no cost at www.PennBid.net.

The Work in this Contract includes constructing a new 24-inch diameter public waterline approximately 500 L.F., including excavation, connection/reconnection to the existing public waterlines, backfilling, compacting, testing, restoring, bypassing and other work as detailed in the Contract Documents.

Bidders must comply with all state antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.

This Contract falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.

The estimated cost of this project is greater than Twenty-Five Thousand Dollars ($25,000). The Pennsylvania Prevailing Wage Act and Rates shall apply to all bids.

Each bid proposal shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of the Parker Area Authority, in the amount of not less than ten percent (10%) of the total bid.

The Parker Area Authority reserves the right to waive any informality in, and to accept or reject any and all bids. All bids are irrevocable and may not be withdrawn for a period of sixty (60) days after the bid opening.
